Possibly due mainly to their size and nature, the second tier of the Protoss require a more powerful conduit to be transferred from Shakuras and other outlying planets onto the theatre of war. The Robotics Facility allows bringing in the intelligent Phase Prisms, the furtive Observers, and the mighty Colossi. Like most Protoss structures, the Robotics Facility needs to be in a Psionic Matrix to function.
