All the knowledge of the Aiur Templars is contained within the Templar Archives. This ken allows the Warp In of these Templars via the Gateway and unlocks the path to their greater psionic powers. Like most Protoss structures, the Templar Archives needs to be in a Psionic Matrix to function.

The Psi Storm is what defines the High Templar as having immense psionic power, as he can create a lightning-like tempest which rages on land and in the skies, sparing none.
